Quoting the Wiki, "The EMD FL9 (New Haven Class EDER-5) was a dual-power electro-diesel locomotive, capable of diesel-electric operation and of operation as an electric locomotive powered from a third rail.
Here we have a diesel engine that also operates off a third rail! While only 60 were built specificly for the New York, New Haven and Hartford Railroad, a total of 18 railroads ended up running them, including one the FEC bought, left standing for two years, rebuilt and painted for a railroad in Ohio.
It would be interesting to have one for the game, but being an extended version of the very long F9, it would just be to big.

I checked the above link to that tool and the page says.
This file is either removed due to copyright claim or is deleted by the uploader.
So you may have to read the NifTool Forum a bit more to find it.
